I'm not sure if you are qualified for this special group run to waive the registration fee. If not, the charge for foreigners is RMB180 for full marathon and RMB120 for half marathon before Sep. 27. I was just there at the statium working on my registration. The charge will go up after Sep. 30. If someone (scuh as your relative) can register for you over the internet and pay for you (via Alipay access or the similar service). You can submit the physical exam result to the organizer when you pick up your running packet later (from Dec. 2 to 4). This service is for people who cannot register in person.

报名费：
A、外国籍参赛者：马拉松赛每人45美元，半程马拉松赛每人35美元。
B、在华居住或工作的外国籍参赛者：马拉松赛每人180元人民币，半程马拉松赛每人120元人民币。
C、中国籍（含中国香港、澳门、台湾地区）参赛者：马拉松赛每人60元人民币，半程马拉松赛每人50元人民币。

Thanks for the information. I went to the official website and finished the online registration. It accepts PayPal payment. It works great and simple.
